Re: Proposed Changes to the SLS and CES Waivers

Dear Provider,

As you know there continue to be major changes in the HCBS-DD (formerly Comprehensive services), HCBS-SLS and HCBS-CES waivers. Some of these changes have already happened and many will happen July 1, 2009. All three waivers need to be renewed as of July 1, 2009. DDRC has tried to keep everyone informed of these changes. However they are very complex and we only have limited information. Providers should carefully analyze these changes, their potential impact and be diligent in learning this evolving and complicated process.

A draft of the waiver renewals may be reviewed on the Division for Developmental Disabilities (DDD) website under What's New. The waiver renewals have been submitted to the Department of Health Care Policy and Finance (HCPF), Colorado’s single State Medicaid Agency. HCPF must have their review of the waiver renewals completed by April 1, 2009. Once they have completed their review, the waiver renewals are submitted to the Centers for Medicaid and Medicare Services for final approval. The current waivers expire June 30, 2008 and the waiver renewals must be in place by July 1, 2009.

One change that will impact providers immediately is that as of July 1, 2009, those who provide services in any of the three waivers will need to apply for and receive their own Medicaid Provider number. This information was presented recently by DDD in March on the "Overview of Proposed Changes to the DD Waivers". Attached is the link to the presentation. Please see slide number 6.

Additional information on how to apply for a Medicaid Provider number can be found on HCPF’s website at Medicaid Provider Number.

In the past this was only required for agencies that bill Medicaid directly. However, for the upcoming year all providers (HCBS-DD, HCBS-SLS and HCBS-CES) will need to have their own Medicaid Provider number by July 1, 2009, even if they bill through the CCB as an Organized Health Care Delivery System (OHCDS).

Providers will still have the option to either bill directly or bill through the CCB as on OHCDS. The CCB, as an OHCDS, may charge to complete the billing. DDRC does anticipate there will be a charge for billing however the amount has yet to be determined.
